Loft Insulation in roof or floor of loft, or both?

I wish to insulate my loft and use the loft space for storage. So, can I insulate under the roof between rafters and if so is it best to have 100cm thickness there? Does it need ventilation space? Can I then put the rest of the insulation on the floor between beams for the remaining 170cm?
