Draughts from air bricks

My house is a standard 1970's brick detached.
We seem to be losing a lot of heat via the suspended timber floor. I'm masticing up the floor / skirting joins up as & when I can, but the main area of concern is the amount of air flowing under the floor due to the air bricks. The house is an "off the shelf" design, in an exposed location, so we get a lot of wind !
What I'd like to do is fit some sort of baffle to the airbricks so that they flap shut when the wind gusts against them, but remain normally remain in the open position for ventilation purposes.
Is there anything out there that would do the job, or has anyone got any alternate ideas ? It's too disruptive to do the ideal & fit underfloor insulation, & the project manager advises me she won't countenance any restriction to the airflow that I devise - it's got to be something "proper"
