cavity between upstair ceiling and loft floor

Hi all,
in the process of rewiring and insulating my loft and have discovered a cavity between the loft floor and the ceiling below. This would have been due to the ceiling being lowered during the conversion of this period property into maisonettes. My concern is the effect the cavity will have with regards to the insulation i intend to lay. Any advice gratefully received.
(cavity insulation not an option)
