insulation for simple garage to office conversion

I have a large weather board garage with unlined walls, which has an open cellar below it. I would like to convert the back half of the garage into an office. I would like to insulate the the floor (easy access to floor joists from cellar) and ceiling (waterproof but ventilation between walls and roofing material) but not sure if I should use insulation with a vapour barrier.

Also I was considering insulating the walls with some kind of sound insulation as the neighbours chickens are right next door! Any suggestions on best material to use would be greatly appreciated.

You will need to form a box sat on the floor if the floor is timber or raised above it if it is concrete. Insulate the box structure with Rockwool - ask your local supplier about the most suitable for your application. Make sure you leave a ventilation gap all round (this will help with sound deadening).
