raising joist to allow for loft installation

Hi,
I have recently put up some loft insulation between the joist. What I wanted to do was to raise my existing joist by putting up new 4 x 2's at 90 degrees of the existing joist to allow for the insulation and also I have heating pipes running over the joist aswell.
Once I have done this I want to put up loft boards.
My existing joist run parrelel to the wall and I live in mid terraced house.
Will I have enough support for the extra weight and if so what distance apart do I need to put the new 4x 2.
I'm going to be using the loft as storage space.
