recessed ceiling lights and roof insulation

Can I just replace the loft insulation over recently fitted recessed halogen ceiling lights in bathroom, or does the insulation need to be kept away , as there could be a heat build up.

No insulation should be placed over any kind of electrical installation at all. This includes cables.

I recently took out a downlighter from my bathroom as it was causing a condensation problem, I had to have roof vents fitted as there was a problem before the downlighter went in it just made the problem worse
You must not cover heavy cableing with insulation such as cooker or shower cables and it is not reccomended that you cover other sized cables.
But the way my shower cable was fitted I could not get it above my new insulation levels so created a void so the the insulation does not touch it and as for the other cables which again I could not raise I covered (not reccomended) but there is little demand form the upstairs lights (CFL's)and sockets the insulation I used was glass fibre to a depth of between 250 & 300mm.

NHBC say it is OK to overlay ceiling lights that do not have a back cover, with two layers of roofing insulation.
NICEIC say it is not.
WHO is right ?

even if this means lack of ventilation.
Continuity of the insulation is more important.
NICEIC says this is not so.
WHO is right ????
