silicone sealant used to insulate opening window

I have discovered that I have an opening window which has been sealed shut by using silicone sealant applied from a sealant gun. The window is a standard outward opening window.

I would like advice as to how to make it possible to open the window as the closed window is currently a fire hazard.

I don't know if I could cut a line into the silicone which would leave the silicone in place but enable the window to be opened. I may have to try to remove the silicone altogether. Perhaps I will need to have the window replaced.

use a stanley knife and cut the silicone.Once the seal is cut the window should open as normal.
