Airflow and Insulation Between Ground Floor and First Floor in Chalet Style Property

Hi,
I live in a chalet style building with two bedrooms upstairs and am currently insulating the eaves storage both sides of the property. I noticed that a lot of cold air gets in between the ground floor ceiling and the first floor floorboards. Can I block up the gaps in between the joists on both sides of the property to stop cold air getting in, or do I need to maintain airflow in a similar way to the roof space?
