No Insulation in Remaining Space After a Loft Conversion

Hello All

First post here.
Just moved into a 1930's house with an existing loft conversion, and there is a part of the loft that was not converted, and has little/no insulation. I've been reading up about insulation but have not found this situation covered, so I'm asking for advice here.

As I see it there are 2 routes
1. Insulate between the roof rafters, using some PIR or similar
2. Add rockwool or similar above the ceiling joists

Or would I benefit from doing both?
