Laying Loft Insulation Over Existing Loft Boards

We are in the process of insulating our Attic. In one area there are loft boards with central heating pipes on top. Obviously we do not wish to disturb the plumbing. Can we lay the insulation on top of the boards and CH piping (plastic). It is only a small area of the attic, the rest is board free.
