1930 Appartment Block.Impossible to insulate?

Hi We all live in a 1930s Apartment Block.As it is quite cold in winter we suspect that there is no cavity insulation at all.
It appears to have been heated by Chimneys/Fireplaces before The Clean Air Act of 1952 when these were blocked up.
There is currently no installed structural heating anywhere in the whole building nor any Leagl Requirement to have any apparently!
The Walls are some 80'High and several 100'long.
Can anyone confirm that stuffing insulation wool down this 6"wide 80'gap to the ground past various floors etc is most likely impossible?Even with foam etc????????????
