Very cold rooms in roof Problemo

Okay, here is the problem. On the second floor of my house is the master bedroom and en suite. Now its winter they are very cold. About 15C at the moment.
think there is an insulation problem or lack of it! The plaster walls are cold to touch and looking though a hole where the radiator pipes come out there is no insulation next to the plaster and a draught from the eves.
Does anyone know the requirements for insulation? The ceilings are sloping and there is a dormer at the front, velux at the back. I understand there must be 50mm gap to allow air into the roof. Surely it should be insulated where the vertical wall has been made.
