Outside paint blown from wall

The exterior of my house was repainted 5 years ago and I have noticed an area approx 8ft high and 4ft wide where the paint has come away from the wall and is starting to flake of. The render under the blown paint is very wet, I think due to poor guttering which I will fix.

I will be repainting this section and would appreciate some advice on how to dry the render. The house is 75 years old, detached on top of a hill overlooking the channel and the south downs so gets a battering from the weather.
Do I need to get the old paint off and leave the render exposed and hope for good weather or is there something I can put on to protect the render which will let the render dry out?
