Damp plaster problems

Hi everyone,

I recently removed old wallpaper to find that the plaster was damp, however after around a week the plaster has dried out.

Is this a problem with damp, ie seeping through the walls although there is no damage to the exterior wall, or is it just the wallpaper holding onto moisture?

Any help would be appreciated.

Hard to say, so it's an external wall.
It's now dried out and salty powders appeared?

There are some salty deposits left on the wall, not all places but some. Have also found similar damp problems on ajoining walls to neighbours (terrace house) and ajoining walls to my kitchen extension.
