Plastering over woodchip paper?

Can you plaster over painted woodchip paper? Ive got a house full of it and it is really well stuck on the walls and ceilings. Can it be skimmed over if cleaned and PVA'd? I guess the plasterer would prefer a virgin wall but would it take him alot longer to go over the woodchip, if he can!?

no you cant,Use a steam stripper to remove the woodchip paper, then pva and plaster
