Plaster slipping on previously wallpapered wall

I am skim plastering over a wall that has been previously wallpapered.
There are areas where the plaster is not keying properly to the wall.
I have washed the walls with sugar soap and applied diluted PVA (1:1).
Should I apply a paint primer to ensure that any old wallpaper paste is covered, in which case is there a particular type that I should use?
