Ratio for Mixing PVA to Seal new Plaster for Wallpapering

I've just skimmed a wall using ready mixed plaster & skim which i bought from a large DIY store. Instructions advise that if i'm going to wallpaper after i should apply a sealing agent. Can someone tell me therefore what the ratio is for making up PVA and how soon can i start the wallpapering once applied?

you can just use wallpaper paste to seal it, But if you want to use pva the instructions are on the tub
