Where to put Vapour Barrier When Converting Small Office at end of Garage

Hi

I have a single brick small structure at the end of my garage which I am converting into an office. It's 2.2m square. I've concreted the floor and got a new door fitted but now need to insulate and dry line it. My question is regarding the vapour barrier. Does it go on first then battens on top, insulation (in between) and plasterboard,or do I batten the walls, add the insulation then put vb on before fixing the plasterboard?

I am using 2x2 carcassing timber untreated. I am thinking will the timber be ok going directly on the brick if I don't put the vb on first? If I do put it on first I then worry as I will have drilled through it to fix the battens.

Any advice greatly appreciated.
