Suggestions Please on Plaster Work to do to Repair Imperfections

Hi
I stripped two small interior walls but this process resulted in two levels: the higher level where just the old paint came off quite easily, and the now lower level in which the paint level brought with it some deeper levels of old paint and a superficial level of plaster (it seems). (see photos for idea)
I'd like to resurface either only the lower level, to bring it up to the higher level, or resurface the whole wall. I suspect for an amateur the latter would be the wiser choice as the walls are from the 50s and generally not in good condition anyway.
If I can't achieve the perfectly smooth look, I'd be happy with the rougher, semi-finished look which seems to be fashionable.
I've seen some youtube vids and several use diluted PVA before adding the plaster coat. Would this be necessary? Also, what type of plaster should I need?
