Plaster Issue in the Bathroom and Rusty Plaster Bead Around Window

Hey everyone. We had our bathroom plastered about a year or so ago and this has started to happen around the window. There’s a steel edging that looks to be rusty which is showing through though I have no idea what has caused this or how to repair. Any help or pointers greatly appreciated thank you. Lee
