Yellow surface under woodchip in 1920's property

I’m taking off woodchip in a 1920s house - no clue when the woodchip went up and found it behind a fitted wardrobe when I dismantled it. Under the woodchip and on top of the plaster is a thick yellow layer. In some areas it is mottled and others it has black stripes running down the wall. What is it? Is it safe to remove and how? Any potential hazards like lead or asbestos at risk?

It's probably an accumulation of paint and wallpaper paste. Try wetting it with a sprayer and see if this softens it enough for scraping off. If not you will have to resort to a steamer.
