Lack of upstairs hot water pressure

Please help !!!

Water pressure upstairs has been decreasing gradually.
Some days we have good pressure but more often than not we have very low pressure and sometimes merely dribbling out,and if we turn on more taps they don't run at all!(Hot taps only)

Had British gas look at it but blamed the bath taps,changed his mind after we questioned him on it.
Then he said it may be a blockage in the pipe,which we also question as it is an intermitant fault,Also suggested maybe limescale build up in the water tank? Tank is 13 years old.

Not sure what to do next,very annoying problem

Can anybody point us in the right direction with this?
Any suggestions would be very gratefully recieved.

Personally, I would start by dismantling a tap and examining it for wear. This is the most obvious reason for an irregular flow as you describe. A blockage or scaling may result in a decreased flow but as you say, would be constant.

It may also be worth examining the header tank and ensuring it is filling correctly and is always full of water.
