Towel radiator

Hi guys & gals
Anyone come across this before, just fitted a new towel/radiator, to find that whoever did the plumbing originally plumbed it directly to the flow and return on the hot water pipe.

To set the scene this was an oil fired boiler had four pipes, two for return and flow for hot water tank / two for central heating (with pump).

How the hell is the towel rad likely to get to a reasonable predicted temp? I feel the only answer is to cap off pipes from hot return and flow and tap into central heating line?

Any one got any other sugestions?

i would probarly do the same as you suggest
maybe whoever installled it got the piping wrong could be a genuine mistake
