concealed toilet problem

My son has a concealed toilet with a push button flush which is constantly running. He can remove the front panel to see the cistern but above the cistern is a fixed surface containing the sink which cannot be moved without major problems. The gap between the top of the cistern and the bottom of the work surface is too narrow to get his hand in How can he stop the toilet from constantly running?

how was it installed ??

Some modern cisterns sit on hooks secured to the wall, so draining, undoing the flush pipe and disconnecting the cold inlet the cistern may lift off and come out of the unit (mine does and is also a very tight fit - you cannot get your hand into the cistern without removing it).
