Removing Tap top to fit new washer

Most of the taps in the house have hexagonal washers which I can get at but I have a dripping cold water tap in a washbasin where there tap has a chrome top which fits over and hides the "innards" of the tap.
I cannot see any obvious way of removing the chrome top - How do I do this.
When I have done that do I drain the cold water down before changing the washer.
