Turning off old stop cock tap and then on again.

I have a stop cock which shuts off the water to my toilet cistern.
I have a water leak with the overflow so I want to change the washer in the cistern..
As the stop cock has not been used for a long time,is there anything I can do to ensure it turns easily please?

You don't really need to turn the water off, flush the toilet and tie up ball valve/float then carry out repair.
Although the stop tap would be handy in an emergency so checking it is operable is fairly important (assuming you mean the main stop tap and not just a service valve).
