Pop up Wastes and a basin without overflow

I have someone who wants to use a pop up waste with a basin that does not have an overflow, they want to change the grated waste part for a solid one. Surley this could create flooding in the bathrrom if the waste is not operated. I cannot find any regulations concerning this. Can anyone please advise

Don't think there are any regulations concerning basin overflows, if someone leaves a tap running they will flood the bathroom.

Do they have a plug with the current waste grate ?
If they do then it's no different, whether they close a pop-up waste or insert a plug the basin will overflow.

If they insist on the pop-up waste I would explain your concerns, fit the waste grate and leave the pop-up part with them, if they choose to insert it - then that's up to them, if they flood the house it's their problem.
