fluctuating shower pressure/temperature

I have an electric shower (running from mains water - no tank). As you turn down the temperature, the "low pressure" warning light comes on, safety cut-out kicks in and it goes freezing cold. Sometimes it stays this way no matter what temperature is set; but generally it is fine - if you turn it up to almost scalding.
I think this is due to limescale build up (v hard water area). We have replaced the whole shower once before when we had the same problem. It was better for a while but now getting really bad again.
So the question is...
-Can I remove/prevent limescale build up?
-Do I need a new shower (again)?
-Would a different type of shower - eg mixer - be better than another electric shower?
