It's beaten up

Hi all
I have recently bought a house and found that the immersion heater has been crushed. The sides to it have tool marks all over it so has been beaten up deliberately and it seem to have been done a while ago. It still works ok and there are no leaks to it.
Is there a reason why someone would do this?
I thought maybe it saves on heating it up as there is not so much water in it. A total guess there if you need to know.
Is it safe to continue to use it?
