best solution for shower...?

i live in a flat, cold water tank is at chest height, hot tank sits below it. Reading on this site, electric showers are recomemnded so long as the mains supply is min 1 bar, flow rate of 8l/min and static pressure of 10 bar. The only part of that i can test myself, is the flow rate. Filled a kettle in the kitchen, took 4 seconds to put 1 litre in it =20litres/min.
Would i be better off using an electric shower (max rating electrics can handle would be an 8.5kw) or getting a pump for the hot supply to closer match the mains (not able to fit a new hot tank/megaflow type system) and pushing thru a mixer shower, or adding a pump from the hot and cold tanks to a mixer?
I need a strong shower - it looks like the mains is abnormally high so could use that, and i don't need to worry about other taps/devices being used at same time (it's a small flat!)
Help...?
