Fixing an old leaking tap

Anyone know how to get in to one of these old taps (built 1959)? I've been scouring the web for info but all tap fixing videos seem based on modern taps and I can't see how to apply the same principals to this tap.

See attached image for my guess but I don't want to be trying to force a tap to unscrew where it wasn't meant to.

I undid the little screw at the top as indicated but nothing else seems to be budging.

Obviously, it is tricky to be sure from a photo, but generally these taps unscrew as you say. Sometimes particularly if they are old and have been leaking, removing the cover is very difficult. I have had to use stilsons in the past. Of course this means avoiding damage is almost impossible.
