ISOLATION VALVES ON CENTRAL HEATING PIPES

On the two pipes running from a downstairs radiator I notice what I presume are isolating valves (screwdriver type).
Are these valves be particular to the central heating system only?
What I mean is those valves have got nothing to do with the hot and cold water supply to toilet, bath, sink, upstairs.
