Slow flow of water from cistern after flushing

I have recently had a toliet fitted in a loft room. The toilet cistern appears to fill up OK, but when the toilet is flushed the flow into the bowl from the cistern appears to really slow. Any ideas on how to increase the flow from the cistern?

It might be worth checking for a partial blockage maybe polythene or a piece of packaging. Have it appart.
