Tap washer needs changing - no isolation valve

The hot water tap in my utility room needs a new washer. Unfortunatelly there is no isolation valve on this particular pipe.
My hot water supply comes from copper cylinder in bathroom airing cupboard and this is fed from a plastic cold water tank in the loft.
Do I need to drain the water from the copper cylinder?
How would I stop it from re-filling from the cold water tank in loft?
Is it safe to drain the tanks?
Is there an easier way than draining tanks?
