Ouside Tap - Do I Have to Drain Vokera Combi Boiler?

do i have to turn off and or drain vokera combi boiler before i te into the cold water supply

No, you shouldn't need to do anything other than turn off the water supply at the stopcock. so unless you are going to work on the hot water supply, or the heating, you can leave the boiler alone.
