Why Does my Cold Tap Pressure Drop in Ex-Local Authority House

Hi,

I've searched high and low for an answer to this which either means one of two things;

1. I have a truly unique plumbing system that no-one has ever seen before anywhere in the world
Or
2. This is such a fundamentally basic problem that I'm going to look like a complete muppet!

My money's on 2.

So, we've recently bought our first house...ex local-authority, but in pretty good condition... combi boiler fitted in Dec-12 so everything is mains fed, no CW tanks or anything.

When we turn our bathroom tap on, it starts off with a decent flow and then quickly drops to a dribble and then eventually off altogether... if we want to keep it flowing you have to keep turning it up higher until it's fully on.

Is this a simple problem that I can fix (I am categorically NOT plumbing minded - my usual method of fixing is either "tighten it up if it's easy to do" or "hit it and pretend it's fixed")... or is this a bit of an oddball problem?
