Over flow pipe

As a complete novice and a completely useless DIYer I need some help!
Recently the outside overflow pipe has a very slow drip and when I investigated in the attic the smaller tank of the 2 and the one higher up, I found that even though the ball cock was level there was a small trickle coming from the pipe on the valve itself and this small trickle was causing the overflow.
The valve works ok when pushed down as water comes out to replenish the tank, then turns into a small trickle but it won't stop and hence the trickle on overflow pipe.
Does it need a new valve? Or is there something else easier that can be done? the trickle is a pain but am worried the trickle will turn into torrent!!
