Bathroom Basin and Water Seeping out Through Plug Hole

So, we moved into a council house last month and lots of decorating to do....

I then noticed that the water was not staying in the bathroom sink when the plug was one, so I replaced the plug and still the water goes down.

It looks like the plug hole (sorry don't know the technical term) may not have been sealed right, as I can see a gap where the chrome is meant to meet the basin.

Can I just put a small amount of sealant around the plug hole or do I need to remov it and re-seal things ?

Good point, not that I can see, so I assume that means it not how the plug is fitted ?

Newspaper is a good indicator of where the leak is coming from,then you can tell if it's the plug or the 1 1/4 chrome slotted waste

If you pop the plug back in and fill the basin up, can you hear water draining from the basin?
If you then put your hand around the top of the of the waste underside of the basin can you feel for a leak?
Any puddling around the floor area beneath the waste?

Also try wrapping some cling film around the plug and see if that seals the waste.

If this is a council let property, really it should be them dealing with this!
