Purpose of PTFE Tape on Compression Joints

What's the purpose of PTFE tape on a compression joint?
I know that the main property of PTFE (aka teflon) is it's low friction, but there seems to be conflicting opinions on what it's actually supposed to do and where it's supposed to be applied.
Some seem to suggest it should be wound around the thread of the joint, presumably to make it easier to tighten up (and easier to remove in 10 years!). Others say it should be wound around the pipe and olive, presumably to make a better seal.
Which is correct?
