Immersion heater stresses

Hi there

Hoping for some advice please before spending lots on a plumber! I have a combination tank, with two immersion heaters. One at the top for daytime heating, and one at the bottom which is hooked up to Economy 7 for hot water in the morning. Lately the hot water in the morning is very mildly luke warm or non existent. When we manually switch the daytime hot water on, we do get hot water, so wondering if the luke warm water in the morning is just what's left in the tank from being heated up earlier, or could it be the immersion heater is heating it up a little overnight and their is a problem with the thermostat, or the immersion heater itself needs replacing. We have replaced the fuse, and still nothing, we've tried the fuse in another plug just to check it works, as we were told if the immersion is broken, it will immediately pop the fuse when it tries to come on, but it did still work. Does this sound like a thermostat problem to people, or an immersion problem? We live in a block of flats and other people's hot water in the morning has been working, so we know economy 7 has been working.

check if the supply is live when the offpeak should be on. if it is then probably the emersion doesnt work

OR, the thermostat lurking in a pocket in the E7 element needs adjusting/resetting/or renewing.
