Thud Noise in Kitchen From Cold Water Tap After Mains was Turned off

HI,
Hope anyone out there can help me or give a suggestion,
Recently the Mains outside my grandads house was switched off to install a new stop cock valve upstairs.
But after the mains was switched on i noticed the cold water tap down stairs in the kitchen when suddenly turning off it makes a thud noise, and the isolating valve which to switch off the water under the sink seems very hard to turn off as before it was easy to turn it on and off in case of any emergency.
I went back out and had to turn the pressure down, but the problem still happens. and the pipes indoor are under the floor boards which have laminate flooring on top,
any ideas what has happened or how i can try and fix
