Vertical Radiator Bars Always Cold When Heating is on

I have a vertical radiator in my bathroom. The bars are always cold when the heating is on.
I have switched off all other radiators in the house, used my key to undo the radiator and put heating on.
Bottom 5 bars out of the 25 are hot rest are cold.
Any ideas?
