Central Heating Problem With Only Some Radiators Getting Hot When Hot Water Switched on

I hope you can help. In the morning we have both the hot water and radiators on. When this happens the downstairs radiators do not get hot. Some of the upstairs radiators get hot and the further ones away don't. Once I switch off the hot water all radiators get hot.
We have what I would call a normal hot water tank system with a separate pump and 3 port valve.
I am thinking either the 3 port valve is faulty or the pump is not strong enough to pump both hot water and radiators.
We had no problems last winter and the boiler was replaced 2 years ago. We have had no work done except for fixing a leaking valve on a radiator.
Ideas?
