Remove top of old Basin Tap to Replace Washer

I have an old basin tap (photo attached) which is leaking. I need to replace the washer. Can somebody tell me how the top of the tap comes off. I have tried to remove the 'C' on the top, hoping there will be a screw underneath, but cannot remove it.
