Stop Tap Chamber on Front Garden and Locating Stopcock

Hi all,
First ever post on here so go easy!
I’ve just moved into a 1902 victorian house and am struggling to locate the stopcock. I’ve checked everywhere and just can’t seem to find it. I therefore had a look in the stop tap chamber in the front garden under the metal flap which was full of mud and bits of hardcore. I’ve removed this only to find a flat layer of what appears to be a hardened putty type material.
Has anyone come across anything like this before? I’ll try and attach a picture.
