Macdee duo flush not flushing away paper

Having just fitted a hidden macdee duo flush cistern it is not flushing away paper let alone anything else!. It completely fills and empties and there are no leaks. Local supplier says that this is a known problem but cannot provide a solution. Any ideas at all, please?
