Cold Water From Hot Tap but no Change to Plumbing?

Hello All. Last year something strange happened and continues to happen. Bear in mind that there has been no modification, upgrade or change to the plumbing which used to work completely fine.

My heating and hot water comes from two sources. A mult fuel stove which has a water jacket that feeds the storage tank. This source gives me hot water through the winter. Then we use the immersion on occasion also. All showers in the property are electrical.

Either source works fine. However the hot taps throughout the property for some reason dont deliver the hot water anymore. If you hold your hand under the tap that has not run for a while you feel the water change from room temp to very cold and it will not bring the hot through.

If you turn off the mains stop cock and turn on the hot tap, once the tank has drained some, then the hot flows. At this point you can return the stop cock to open with no affect to the hot flow. Leave for a while and we are back at square one.. Any ideas
