Combi Shower and District Heating With Tap Connected to Both Hot and Cold

Hi. I planned to install a mixer shower in my bathroom and connect hot and Cold of the taps feeds, which I have done in a previous house.

However, inspecting under the bath I can see the hot tap is connected to both the hot & cold water via a T-piece valve. Is this because we have district heating and have hot water pumped to our house? What are the implications of this?

Should I connect the hot feed to the shower direct to the hot pipe, or should I connect it after the T valve so it has hold and cold? This is what the connections to the taps look like:

Am I OK to connect a mixer shower to this (such as: https://www.diy.com/departments/mira-at ... 639_BQ.prd)
