Problem With Gravity-fed Non-Mains Water

Hi all.
Have looked for a similar thread but can't find one with the same issue. My water supply comes from a tank up a hill that is fed by a spring. There is a 32mm 'main' which splits in front of the house, feeding the kitchen cold tap, and a pair of plastic header tanks in the loft. One tank feeds the hot water tank (with immersion), the other feeds all the cold taps in the house other than the kitchen. For some reason the plastic tanks in the loft are not filling - there is an intermittent dribble into the tanks only. The kitchen tap is running normally. Presumably there is an airlock between the place where the 32mm splits, and the tanks in the loft, but how could this happen, and how to deal with it?
