Ideal Logic boiler - change flow rate??

Hi. I've got an ongoing issue with my boiler and intermittent loss of hot water. While I have a Corgi engineer dealing that (although he is MIA at the moment), he reduced the flow rate on his last visit. He suggested that was the reason behind the intermittent loss of hot water. It isn't. So I'm now stuck with lower than usual flow rate in my taps and shower until he returns to actually fix the first problem. I'd ideally like to reset this back to a higher value myself, as I've no idea when he will actually return. I've read online I need about 12.4 l/s, but I don't actually know how to go about setting or adjusting the flow rate.

Is this a simple task someone could walk me through?
